Inspector Notes
This inspection was conducted by licensing staff using an alternate remote protocol, including staff records, documents review, and staff interviews.
An investigation in response to a complaint was initiated on August 9, 2021 and concluded on August 27, 2021. The report received by the department included allegations that a staff person roughly handled a child.
The evidence gathered during the investigation supported non-compliance with standards or law. Any additional violations related to the complaint but identified during the course of the investigation can be found on the violation notice.

Violations
1Standard 22VAC40-185-410-1
Based on staff interviews and review of documentation, staff used forbidden action of rough handling children in care.
Evidence:
1. On 08/03/2021, Child #1 took a toy away from Child #2. Staff #1 took the toy away from Child #1 and pinched and pulled their right ear.
2. During an interview on 08/10/2021, Staff #2 stated, ?[Staff #1] pinched [Child #1?s] right ear and then pulled the ear to get [Child #1] away from Child #2.
3. Staff #1 violated the center?s 100.39 Child Abuse and Neglect policy. The policy states ?Employees shall not use any form of physical punishment, psychological abuse, or coercion when disciplining a child?. Examples of coercion: Rough handling (shoving, pulling, pushing, grasping any body part).?
4. According to a Disciplinary Action Memorandum dated 08/03/2021, Staff #1 was terminated from employment due to ?zero tolerance policy for child abuse.?

Plan of Correction: The Center conducted an all staff training on 08/26/2021 that went over the center's Child Abuse and Neglect policy. During our bi-weekly staff meetings the child abuse and neglect policy will be reviewed.
