Inspector Notes

An unannounced monitoring inspection was initiated on 8/19/2025 and completed on 8/25/2025 in response to a self-report received by the licensing office on 8/19/2025 relating to behavior guidance. The inspector reviewed staff records on-site. This inspection included document review and interviews.

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program. Though not a part of the original self report, violations that were not reported were found related to (area or part of standard) and are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 8/29/2025. A POC submitted after this date will not appear on the public website.

The Virginia Department of Education-sponsored orientation course shall be completed within 90 calendar days of employment.

Staff #2, who has been employed for a year, did not complete the Virginia Department of Education-sponsored orientation course within 90 calendar days of employment.

The operational responsibilities of the licensee shall include ensuring that the center's activities, services, and facilities are maintained in compliance with these standards, the center's own policies and procedures that are required by these standards, and the terms of the current license issued by the department.

On 8/15/2025, Staff #1 stated that Child #1 was throwing balls at them while on the playground. Staff #1 reported that a ball hit them in the face and that they aggressively yelled at Child #1, saying, ?Stop throwing balls at me.?

The behavior guidance plan for parents states: "We will offer alternatives to children engaged in undesirable behavior by offering a different toy, suggesting a new activity, engaging the child in an activity with a teacher or another child, or by suggesting independent play. The employee handbook states, "Unacceptable child guidance is defined as certain discipline methods are simply not acceptable at KCE, including: Spanking, grabbing, pinching, or any physical punishment or restraint."
Plan of Correction: Center Director is having a weekly touch base with the teacher, to ensure they are supported, and I partnered them with a veteran mentor to gain knowledge, skills and support

Behavioral guidance shall be constructive in nature, age and stage appropriate, and shall be intended to redirect children to appropriate behavior and resolve conflicts.

Staff #1 did not use appropriate behavior guidance that was constructive in nature, age and stage appropriate, and intended to redirect children to appropriate behavior.
