During the inspection, the inspector reviewed the areas listed above to include standards found out of compliance during the previous inspection. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation.

Inspector Notes

An unannounced monitoring inspection was initiated on 06/05/2025 and completed on 06/13/2025 in response to a self-report received by the licensing office on 06/02/2025 relating to supervision and behavior guidance. The inspector reviewed 1 child's record and 2 staff records on-site. This inspection included document review, tour of the facility, interviews, and observations.

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 06/20/2025. A POC submitted after this date will not appear on the public website.

Standard 8VAC20-780-340-A
When staff are supervising children, they shall always ensure their care, protection, and guidance.

On 5/30/2025, Staff #1 made a recording on a mobile phone of Child #1 (3 years of age) and posted the video on social media without permission from the child's parents. In the video, Staff #1 lifts Child #1 up off the ground by the back of their shirt using both hands. Staff #1 then drops Child #1 down to their nap cot, and makes a punching gesture in to their hand, in front of the camera. The child gets back up, and the staff member grabs the child forcefully, pushes them up against a wall.
Plan of Correction: Staff will review and retrain on 6/17/2025 on our social media policy to include photos or videos of or information about children enrolled in KinderCare programs should not be posted to any external social media site, website blog, feed or other online sharing platform. Staff will be retrained on OP-300 Guidance, Protection and Respect for children to recognize our commitment to respecting all children entrusted to our care. Including creating an environment in which respect for and protection of children is of the highest importance.
Standard 8VAC20-780-380-A-2
Centers operating five or more hours per day shall have a designated rest period for at least one hour, but no more than two hours. After 30 minutes, children not sleeping may engage in quiet activities.

On 5/30/2025, Child #1 (3 years of age) was not offered the opportunity to engage in quiet activities after not sleeping 30 minutes after rest time began.
Plan of Correction: Staff review and retrained on 8VAC20-780-380 licensing standard, children not sleeping may engage in quiet activities.
Standard 8VAC20-780-400-B
Behavioral guidance shall be constructive in nature, age and stage appropriate, and shall be intended to redirect children to appropriate behavior and resolve conflicts.

On 5/30/2025, Staff #1 used physical force to redirect Child #1 (3 years of age) back to their cot, and then told the child to stand, stating "Since you don't want to lay down, stand up then."
Plan of Correction: Staff will review and retrain on KinderCare positive behavior guidance plan. Teachers will use KinderCare progressive guidance techniques and create a positive environment for all children. Staff will review and retrain on 8VAC-780-400 Behavioral Guidance licensing standards.
Standard 8VAC20-780-410-1
Physical punishment, striking a child, roughly handling, shaking a child or any threats of these actions are forbidden.

On 5/30/2025, Staff #1 lifted Child #1 (3 years of age) up off the ground by the back of their shirt using both hands. Staff #1 then dropped Child #1 down to their nap cot, and made a punching gesture in to their hand. Child #1 got back up, and Staff #1 grabbed Child #1 forcefully, and pushed them up against a wall, stating "Since you don't want to lay down, stand up then." Child #1 then moved towards Staff #1, and Staff #1 pushed them towards their cot.
Plan of Correction: Staff will review and retrain on unacceptable child guidance and/or discipline of children including physical discipline, verbal or emotional abuse and disrespectful communication. Staff will review and retrain on 9VAC-780-410 Forbidden actions licensing standards.
