Inspector Notes

This inspection was conducted by licensing staff using an alternate protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was conducted on March 23, 2021. The program director was contacted by telephone to initiate the inspection. There were no children present as the program has been closed since 03/12/2020. The inspector emailed the director a list of items required to complete the inspection. The inspector reviewed 3 staff records and 3 children's records submitted by the facility to ensure documentation was complete.

Information gathered during the inspection determined non-compliances with applicable standards or law and violations were documented on the violation notice issued to the facility.

The licensing inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care Programs.

Based on record review and interview, the center failed to ensure that all applicants for employment shall undergo a background check prior to employment.

Evidence:
1. There was no fingerprint background check on file for staff 1 who has a hire date of 11/08/2017.
a. The results of a fingerprint background check, conducted by a different licensee, was presented for staff 1 however, background checks do not transfer between different licensees.
2. Administrative staff verified that the YMCA of South Hampton Roads had not conducted a fingerprint background check for staff 1.
Plan of Correction: A new fingerprint background check will be obtained for staff 1 immediately. The results will be forwarded to the inspector.
Administrative staff stated that the background check was conducted by another YMCA organization within Virginia and it was thought that this would transfer.
