Inspector Notes

A self-reported other monitoring inspection was initiated on 10/26/23 and concluded on 10/26/23. The inspector reviewed compliance in the area of programming, The inspection started at 9:50am and concluded at 11:00am.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard 8VAC20-780-400-B
Based on review of video the center failed to ensure that behavior guidance is constructive in nature, age, and stage appropriate, and intended to redirect children to appropriate behavior.

Evidence:
Video showed that on 10/23/23 at approximately 10:39am, while playing outside on the playground, a staff member grabbed the hood of child #1 and pulls the child down backwards onto the ground from a standing position.
Child #1 had just done the exact same thing to child #2 a moment before.
The staff member used inappropriate non-constructive behavior guidance in this instance by physically engaging the child.
Plan of Correction: Once this came to the attention of administration the staff member was immediately terminated and this incident was self reported to licensing.
Staff training for Child Abuse and behavior guidance will be given to all staff as a refresher.

Based on the review of video the center failed to ensure that a forbidden action was not used in behavior guidance.

Evidence:
Video shows that on 10/23/23 at approximately 10:39am, while outside on the playground, a staff member grabs the hood of child #1 and pulls him backward onto the mulch from a standing position. The child landed on his back.
This is a forbidden action for punishment/behavior guidance as child #1 had just done the exact same thing to child #2 moments before.
Plan of Correction: Once this came to the attention of administration the staff member was immediately terminated and this incident was self reported to licensing.
Staff training for Child Abuse and behavior guidance will be given to all staff as a refresher.
