8VAC20-790 SUBSIDY REGULATIONS

Inspector Notes

A subsidy health and safety (SHSI) inspection was conducted on April 13, 2023 to determine the center?s compliance with subsidy standards. There were 25 children present with 9 staff supervising. A licensing inspection was also conducted on this date. Both inspections combined cover subsidy health and safety regulations. Only subsidy requirements that are not covered in licensing standards were reviewed during this supplemental inspection. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Please complete the ?plan of correction? and ?date to be corrected? for each violation cited on the violation notice and return it to me within 5 business days from today. Please specify how the deficient practice will be or has been corrected. Your plan of correction should contain: 1) steps to correct the noncompliance with the standard(s), 2) measures to prevent the noncompliance from occurring again; and 3) person(s) responsible for implementing each step and/or monitoring any preventive measure(s).

Based on review, two center staff did not have current certification in Cardiopulmonary Resuscitation (CPR) appropriate to the ages of children in care.
Evidence:
1. Staff #2 (Date of hire 4/4/2022) did not have current certification in cardiopulmonary resuscitation (CPR).
2. Staff #3 (Date of hire 11/28/2022) did not have current certification in cardiopulmonary resuscitation (CPR).

Based on record review and interview, the vendor did not ensure that each staff complete annually the Virginia Annual Health and Safety Update Course sponsored by the Department as required.
Evidence:
1. The record of staff #4 (DOH: 07/01/2019) contained documentation of the Virginia Annual Health and Safety Update dated 10/19/2021.
2. The record of staff #5 (DOH: 08/16/2022) contained documentation of the Virginia Annual Health and Safety Update dated 08/16/2022.
3. The administrator acknowledged that the training update had not been completed annually as required.
