Inspector Notes

This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

An unannounced complaint inspection was conducted to investigate a complaint received by the department related to the Physical Plant, Staffing and Supervision, and Programs at the center. The inspection was initiated on 3/4/2021 and concluded on 3/24/2021 with an exit interview. The director was contacted by telephone and an interview was conducted and documentation was reviewed. The portion of the complaint regarding Staffing and Supervision was determined to be valid. The portion of the complaint regarding the Physical Plant and Programs was determined to be not valid.

Based on review of documentation and staff interviews, it was determined that the center did not ensure the care, protection, and guidance of children in care. Evidence: The center failed to adhere to the health and safety guidelines established due to the COVID-19 pandemic of maintaining the same groups of children day-to-day and not combining classrooms to help reduce potential exposure to COVID-19. 1) Classrooms were combined in the morning from approximately 7:00 am - 8:30 am, when staff take children to their assigned classrooms, and at the end of the day from approximately 4:30 pm - 6:00 pm; 2) Children were moved back and forth between the classrooms due to staffing issues.
Plan of Correction: Staff stated they have hired additional staff and now have opening/closing staff that open/close individual classrooms.
