During the inspection, the inspector reviewed the areas listed above, to include standards found out of compliance during the previous inspection. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation.

Inspector Notes

An unannounced inspection was initiated and completed on March 13, 2025, in response to a complaint received by the licensing office on March 12, 2025, relating to allegations of behavioral guidance and forbidden action. The inspector reviewed 5 children?s records and 3 staff records on-site. This inspection included document review, tour of the facility, interviews, and observations. The preponderance of evidence gathered during the investigation supports the allegation(s); therefore, the complaint is determined to be valid. Information gathered during the inspection determined non- compliance with applicable standards or law and the violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the deficient practice will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on March 21, 2025. A POC submitted after this date will not appear on the public website.

When time out is used as a behavior guidance technique it shall not be used with infants or toddlers. In interviewing multiple staff members, they confirmed that in the toddler age children are being placed in time out as a means of behavioral guidance
Plan of Correction: The corrective action plan for Lynn haven Colony Child Development Center, addressing issues related to mishandling of children, implementation of time-outs, and excessive cell phone use in classrooms. The plan includes training, policy changes, and specific focus areas for staff development.

Training and Staff Meetings The center will hold a staff meeting covering training plans and licensing standards. A 90-day training plan will be implemented with courses twice a month, along with in-class coaching for infant/toddler classes.

The following actions or threats thereof are forbidden; roughly handling a child. Multiple staff members confirmed that children in the Seastar classroom are being roughly handled as a way to redirect children?s behaviors.
