Inspector Notes
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
An inspection was initiated on 03/31/2021 and concluded on 04/22/2021. A self-reported incident was received by the Department regarding an allegation in the area of behavioral guidance. The director contacted the inspector by telephone to initiate the investigation. The inspector discussed with the program director the a documentation required to complete the investigation.
The evidence gathered during the investigation supported the self report of non-compliance with standards and a violation was issued.

Based upon review of documentation and staff interviews, the facility has not ensured that behavioral guidance used by staff is constructive in nature.
Evidence:
Staff interview revealed that when children began to reach toward the incubator in which eggs/chicks were being hatched, staff 1 "took her arm and reached across the desk and swept them all back". When doing this, her hand "popped" child 1's hand.

Plan of Correction: The facility responded with the following:
Staff member suspended for one week without pay.
Assigned five professional development courses (to be completed in 2 weeks).
Weekly observations over 90 day period.
