Inspector Notes

Today an unannounced investigation was conducted regarding a self-reported incident involving behavior guidance of children. This visit was conducted between 3:35pm-5:15pm. Interviews were conducted, records were reviewed and observations were made. After carefully interviewing all involved parties, violations were cited during this visit and can be viewed on the Violation Notice. Standard 8VAC20-780-400-B
Based on witness interviews, behavioral guidance was not constructive in nature, age and stage appropriate or intended to redirect children to appropriate behavior and resolve conflicts.

Evidence:
1. At approximately 5:00pm on 4/8/2024, Child #1 was observed throwing mulch and spitting at other children on the playground. Staff #1, who was out on the playground, called on the walkie talkie for another staff member to come out and help support them. Staff #2 came outside and helped get Child #1 off of the playground structure by helping Child #1 to come down the slide. Once down the slide, Child #1 was observed being held by the right arm by Staff #1 while coming inside the building and down the hall to the SACC room. Child #1 wanted to stay outside on the playground and was pulling their right arm away and crying. Staff #1 continued to hold Child #1's arm and take child #1 inside to the SACC room.
Staff #1's behavioral guidance was not constructive in nature, age and stage appropriate or intended to redirect children to appropriate behavior and resolve conflicts.
Plan of Correction: We will work with staff and retrain on proper behavioral guidance techniques.
