22.1 EARLY CHILDHOOD CARE AND EDUCATION

Inspector Notes

A monitoring inspection was conducted today, January 4, 2023. The inspector was on site from approximately 9:20 am until 12:50 pm. The director was present and assisted in the inspection. There were 127 children present, ranging in ages from three months to five years, with 28 staff
supervising. Children were observed in a variety of activities including story time, magnetic blocks, play dough, talking about hibernation and stringing bears, painting, and outside play. Classrooms also alternated between art (printing snowmen), music (tubes), science (mirrors, transiency, and reflection) and library. Interactions between staff and children were positive. The inspector reviewed
compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of ten child records and seven staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. If you have questions regarding this inspection, please contact the licensing inspector.

Standard 8VAC20-770-60-C-2
Based on review of seven staff records and interview, the center did not obtain the results of the central registry background report within 30 days of employment.

Evidence:
The record of staff #1, employed 08/30/2022, contained the results of a central registry background report dated 11/08/2022 exceeding 30 days from employment. Documentation showed the request for the central registry had been made on 09/06/2022. The director stated she did not have documentation of a follow up as to the status of the request after 30 days from employment when the results had not been received.
Plan of Correction: Per the director: We will put multiple reminders and a due date in our online calendar to keep us on track with the 30 day follow up. We received them shortly after the 30 days so we have confirmed they are ok to work.

Based on review of seven staff records, the center did not obtain all required documentation for one staff record.

Evidence:
The record of staff #3, employed 08/31/2022, did not contain documentation of a second reference as to the character and reputation that was checked before employment. Two or more references are required to be check before employment.
Plan of Correction: Per the director; Foe the staff member who was missing one reference, It was a mistake because our photocopied check list had a mark by it from the copier, which led us to believe it had been completed.
