The operational responsibilities of the licensee shall include ensuring that the center's activities, services, and facilities are maintained in compliance with these standards, the center's own policies and procedures that are required by these standards, and the terms of the current license issued by the department.
The center's discipline policy states that employees are required to use positive forms of behavioral modification and discipline to stop unwanted behaviors and encourage desired behaviors. Employees are to be direct with children, proving clear descriptions of unwanted behaviors and then explain and model appropriate and desired behaviors. On or around 10/15/2025, Staff #1 did not follow the center's policy when they removed Child #1's shirt in response to the child's continued undesired behavior of lifting the garment up and down. Administration acknowledged that the actions were inappropriate and not in line with their policies, procedures, and training.

toddler's shirt for less than five
seconds in response to repeated
behavior of lifting and spinning the
garment resulting in the child not
having proper use of their arms
and hands which could be
dangerous. The shirt was gently
returned, and the child resumed
normal activity immediately. While
brief and not intended to shame or
punish, this action was not aligned
with CDCW?s behavior guidance
standards.
Corrective action was taken
immediately. The staff member
received formal disciplinary
documentation, additional
coaching and training, and
expressed sincere remorse. The
teacher acknowledged the lapse in
judgment would not occur again.
The staff member also contacted
the child?s parent to apologize and
provide transparency. The parent
expressed appreciation for the
communication and follow-up.

Behavioral guidance shall be constructive in nature, age and stage appropriate, and shall be intended to redirect children to appropriate behavior and resolve conflicts.
On or around October 15, 2025, Child #1 (age 2) was sitting at a table while pulling their shirt up and down. Staff #1 asked the child to wear the shirt correctly or it would be taken. When the child continued the behavior, Staff #1 removed their shirt for a period of less than 5 seconds. Staff #1 asked Child #1 if they were going to wear it the right way before helping their child back into their shirt.
