Inspector Notes

The licensing inspector conducted an unannounced complaint inspection in response to a complaint received 01/18/2023 regarding allegations concerning staff-to-child ratio. The inspection was completed 01/27/2023. The inspector was on-site from approximately 8:43 a.m. to 4:45 p.m. A monitoring inspection was also completed on this date. Observations and staff interviews were conducted for the complaint inspection.

The preponderance of the evidence gathered during the investigation supported the allegation. The complaint is determined to be valid.

Please complete the plan of correction and the date to be corrected for each violation listed on the violation notice and return it to the department within 5 business days from receipt. Your plan of correction should contain: 1) steps to correct the noncompliance with the standard(s); 2) measures to prevent the noncompliance from occurring again; and 3) person(s) responsible for implementing each step and/or monitoring any preventative measures. Based on observation and interviews, the center did not ensure compliance with ratios of staff to children as required.

Evidence:
1. Based on observation the center did not maintain the ratio of 1 staff to 4 children in the Infant I room. The licensing inspector entered the Infant I Room at approximately 8:45 a.m. and observed 12 infants being cared for by 2 staff members.
2. Based on observation the center did not maintain the ratio of 1 staff to 8 children in the Beginner I classroom. The licensing inspector entered the Beginner I room at approximately 8:50 a.m. and observed 13 children being cared for by 1 staff. After the inspector entered the room another staff came into the room to bring the class into ratio and then a 3rd staff entered the classroom at 9:08 a.m.
3. The assistant director reports the center is having issues in the mornings keeping within ratio when the children are being dropped off. She states the center is aware of being out of ratio and are trying to fix it.
