Inspector Notes

The licensing inspector conducted an unannounced complaint inspection in response to a complaint received 08/08/2023 regarding allegations concerning staff-to-child ratio. The inspection was completed 08/10/2023. Observations and staff interviews were conducted for the complaint inspection. The preponderance of the evidence gathered during the investigation supported the allegation. The complaint is determined to be valid. A violation notice was issued. Please sign, complete the ?plan of correction? and ?date to be corrected? for each violation cited on the violation notice, and return it to me within 5 business days from today. Please specify how the deficient practice will be or has been corrected. Your plan of correction should contain: 1) steps to correct the noncompliance with the standard(s), 2) measures to prevent the noncompliance from occurring again; and 3) person(s) responsible for implementing each step and/or monitoring any preventive measure(s). Repeat Violation
Based on observation and interview, the center did not ensure compliance with ratios of staff to children as required.

Evidence:
Based on observation the center did not maintain the ratio of 1 staff to 5 children in the toddler room. The licensing inspector entered the toddler room at approximately 8:25 a.m. and observed 11 children being cared for by 2 staff members. The classroom staff acknowledged the room was out of ratio at that time as well as other times on other days.

Based on observation the center did not maintain the ratio of 1 staff to 4 children in the Infant I room. The licensing inspector entered the Infant 1 Room at approximately 8:46 a.m. and observed 13 infants being cared for by 3 staff members. The classroom staff acknowledged they were out of ratio at that time as well as other times and on other days.
Plan of Correction: The licensing inspector arrived at 7:40 am and left at 11:46 am due to a complaint regarding ratio. When the licensing inspector arrived, all classrooms were in ratio. The inspector continued to walk into each classroom as she saw a student arrive until she found two rooms that went out of ratio for minutes while I adjust employees to cover the rooms as necessary to stay in ratio. The classrooms went into ratio while the inspector was still on-site and only involved minutes of being one child out of ratio. This was corrected while the inspector was on-site. It was during the summer with employees and students both out on vacation, so it caused us to have to move teachers into classrooms to accommodate ratio compliance. We have adjusted our morning staff coverage to accommodate all classrooms and keep them in compliance as children arrive in the morning. The director, assistant director, and office administrator will continue to monitor coverage in all rooms daily and adjust schedules as needed to ensure compliance.
