Based on interviews and review of footage from the security cameras, the center failed to ensure that the center implemented procedures for appropriate supervision of all children in care.

2. The center?s staff handbook in the ?Telephone Calls? section states, ?No texting or other cell phone activities will be allowed during work hours.?
