8VAC20-790 SUBSIDY REGULATIONS.

Inspector Notes

This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews and a virtual tour of the program.

A subsidy health and safety (SHSI) inspection was initiated on 12/29/21 and concluded on 01/12/22. There were 35 children present with 8 staff supervising. A licensing inspection was also conducted on this date. Both inspections combined cover subsidy health and safety regulations. Only subsidy requirements that are not covered in licensing standards were reviewed during this supplemental inspection.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard 22VAC40-665-580-B
Based on a review of three staff records and interviews, the vendor did not ensure that within the first 90 days of employment, one staff who works directly with children, completed the Virginia Preservice Training for Child Care Staff.

Evidence: 1) The record for Staff #1, hired on 09/02/21, does not contain a certificate of completion of the VA Preservice Training for Child Care Staff. 2) During interview, a member of management confirmed that Staff #1 has not completed the training to date. Staff hired prior to 10/13/21 were required to complete the training within the first 90 days of employment.
Plan of Correction: Staff #1 has started the training and will finalize it as soon as possible. In the future, the training will be completed within the required time frame.
Standard 8VAC20-790-600-D-1
Based on a review of three staff records and interview, the vendor did not ensure two staff had documentation of current certification in cardiopulmonary resuscitation (CPR) appropriate to the age of children in care within 90 days of the date of employment.

Evidence: 1) The record for Staff #1, hired on 09/02/21, does not contain documentation of CPR certification. 2) The record for Staff #2, hired on 09/10/21, does not contain documentation of CPR certification. 3) During interviews, a member of management confirmed Staff #1 and Staff #2 do not have current certification in CPR.
Plan of Correction: The staff members will complete the training no later than February 2022. In the future, the certifications will be obtained within the required time frames.
