Inspector Notes

This inspection was conducted by licensing staff both on-site and using an alternate remote protocol, including telephone contacts, documents review, interviews and a tour of the program.

A monitoring inspection was initiated on 3315/22 and concluded on 3/17/22. The center director was contacted by telephone to initiate the inspection and an on-site inspection was conducted on 3/17/22 from 10:20am until 1:00pm. At the time of the on-site inspection, there were 113 children in care with 18 staff. A sample of 5 children's records and 5 staff records were reviewed. Children were observed engaging in morning learning activities and eating snack. Diapering and handwashing procedures were also observed. First aid and emergency supplies, medication, documentation of emergency practice drills, children's injury reports and required center postings were reviewed. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Based on record review and interview, it was determined that the center did not ensure that a copy of the results of a criminal history record information check and a search of the child abuse and neglect registry is obtained from any state in which the individual has resided in the preceding five years.

Evidence:
1. Staff 1 has a hire date of 6/22/20. Staff 1 indicated on her sworn statement or affirmation that she has resided in the states of Maryland and Maine within the past five years. The results of a criminal history record information check and a search of the child abuse and neglect registry were not available for staff 1 from the state of Maine.
2. The center director confirmed that all of the required out-of-state background checks were not completed for staff 1.
Plan of Correction: The center responded with the following: The criminal history record request and the child abuse and neglect registry request for staff 1 was requested from the state of Maine during the inspection. The results of each search will be forwarded to the licensing inspector once they are received.
