The center is required to have employees undergo a background check every five years. The most recent national criminal background record check for S7 was overdue by a year and six months.

The center is required to obtain background checks from any state in which the individual has resided in the preceding five years. The center did not request a search of the child abuse and neglect registry from one state for S4, who has been employed for more than a month and was working with children at the time of the inspection. The center did not request a search of the child abuse and neglect registry from one state for S5, who has been employed for more than a month and was working with children at the time of the inspection.

The center shall obtain documentation of additional immunizations once every six months for children under the age of two years. C6 and C8 under the age of 2 years did not have documentation of additional immunizations. C6 has been enrolled for 10 months and C8 for over six months.

Immunization records are required to be signed and dated by a physician, his designee, or an official of the local health department. The immunization records for C3, C6, and C8 were not signed.

Staff are to complete the VDOE sponsored online orientation course within 90 days of hire.
S2 employed for over 3 months had no documentation of completion of the required
training.

Staff shall complete a minimum of 16 hours of training annually, appropriate to the age of children in care. S2 obtained 8 of the 16 required hours between 06/05/2023 - 06/05/2024.
S3 obtained 7 of the 16 required hours between 06/06/2023 - 06/06/2024.

Hazardous substances such as cleaning materials shall be kept in a locked place using a safe locking method that prevents access by children. Laundry detergent and hand sanitizer with the warning ?Keep out of Reach of Children? was observed in the center?s laundry/kitchen. This area does not have a locking door to prevent access by children.

Emergency evacuation, shelter-in-place, and lockdown drills documentation shall contain all the required information. The emergency drill documentation dated January ? October 2024 did not document: the number of staff participating; problems encountered, if any; the weather conditions for emergency evacuation drills; and the identity of the person conduction the drills.

When food is brought from home the food containers must be clearly dated. Multiple lunch containers were not dated in the Sandcastle, Learning Light House, Super Surfers, Wacky Waves, Silly Sand Crab, Tiny Bubbles, and Sale Boats classrooms.

When a feeding table is being used for children under 12 months, the protective belt shall be fastened securely.
Three children were observed at a feeding table in the Beach Babies Room without protective belts being securely fastened.

A vehicle used for transporting children shall meet the safety standards set by the Department of Motor Vehicles. The bus (plate VAT-4934) used by the provider to transport school age children failed have current registration stickers. The plates registration stickers expired in September 2023.

Documentation of at least 2 references to character, reputation, and competency are to be checked prior to employment. S6, who has been actively working at the center for two months, had one reference verification on file.

The center shall obtain a written agreement between the parent and center that the parent will inform the center within 24 hours or the next business day after his child or any member of the immediate household has developed any reportable communicable disease. The agreements for C1, C3, C4, C5, C6, C7, C8, C9, and C10 did not contain this requirement.
