Inspector Notes
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A complaint inspection was initiated on August 10, 2021 and concluded on December 1, 2021. The director/owner was contacted by telephone to initiate the inspection. The complaint inspection in response to a complaint that was received by the licensing department on regarding allegations of programs. Interviews with staff were completed via telephone, observations were made in the center, and documentation was reviewed. The preponderance of the evidence gathered during the investigation does support the allegation; therefore, the complaint is determined to be valid. There was a violation cited resulting from this inspection.

Interview with staff confirmed a review of video footage revealing Staff#1 "pop a child during naptime" and was fired as a result.
A review of video footage revealed Staff#1 striking a child with a plastic bat during napping.
A review of documentation reporting the observation of Staff#1 use of physical punishment of Child#1 in care.
