8VAC20-790 Subsidy Program Vendor Requirements for Child Day Centers

Inspector Notes

A subsidy health and safety inspection (SHSI) was completed on March 22, 2024 from 12:15pm to approximately 1:30pm. A Religiously Exempt Child Day Center Code Compliance inspection was conducted on the same date as the SHSI supplemental inspection; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in code compliance were reviewed during this supplemental inspection. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. The violations are listed on the violation notice issued to the center and were reviewed with the site director at the exit interview.

Based on record review and interview it was determined that the vendor did not ensure in areas used by children of preschool age or younger that fans, when used, be out of reach of children.

Evidence
1.In the infant room, there was a large fan on a shelf that was not secured and in children?s reach.
2. The infant teacher confirmed that the fan was unsecured and in reach of children.
Plan of Correction: The vendor responded with the following: the infant teacher removed the fan from the shelf and it will no longer be used.

Based on observation and interview it was determined that the vendor did not ensure that hazardous substances such as cleaning materials, be kept in a locked place using a safe locking method that prevents access by children.
Evidence:
1.There was a can of glass cleaner in the children?s bathroom. The warning label states, ?Keep out of reach of children.?
2.In the two?s classroom, there were two containers of disinfectant wipes and two cans of disinfectant spray unlocked. All four cleaning products have a warning label stating, ?Keep out of reach of children.?
3.Staff #1 confirmed that there were cleaning products unlocked in the two?s classroom and children?s bathroom.
Plan of Correction: The vendor responded with the following: the cleaning products were immediately locked during the time of the inspection. The vendor will ensure that all cleaning products will be locked at all times.
