Inspector Notes
An unannounced complaint investigation was initiated on 10/19/2023 in response to a complaint received on 10/17/2023 regarding allegations of ratio, parental access, and behavioral guidance issues. Two inspectors arrived on site to complete the inspection at approximately 9:50 am. The Program Administrator (PA) approached one of the Licensing Inspectors while the inspector was observing in a classroom of 20 three- and four-year-old children and began to demand the Licensing Inspector exit the classroom. The inspector proceeded to leave the classroom as directed by the PA. The inspector informed the PA that as a Licensing Inspector she had the authority to be in the classroom, and temporarily ended the inspection. As the two inspectors were leaving, and in front of children and staff, the PA continued to be disruptive and argumentative with both inspectors. The inspector requested a signature on the acknowledgement of inspection form, however the Program Administrator and Program Director refused to sign the document. The inspectors left the center at approximately 10:30 am.
On 11/09/2023, a Licensing Inspector and the Director of the Office of Child Care Health and Safety continued the complaint inspection without further incident from the PA. The inspector reviewed compliance in the areas of supervision, behavior guidance, and children?s records. One child?s record was reviewed during the inspection. The inspector and director arrived for the inspection at 9:30 am and departed at 12:15 pm.
On 11/13/2023 a new complaint was received regarding an allegation of retaliation against the parent for making a complaint.
The information gathered pursuant to an investigation of the complaint supports the 11/13/2023 allegation and the complaint is determined to be valid.
