8VAC20-790 SUBSIDY REGULATIONS

Inspector Notes

A subsidy health and safety (SHSI) inspection was conducted on-site July 17, 2024 from 11:40am until 1pm. There were 4 children present with 1 staff supervising. A licensing inspection was also conducted on this date. Both inspections combined cover subsidy health and safety regulations. Only subsidy requirements that are not covered in licensing standards were reviewed during this supplemental inspection.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the deficient practice will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on July 31, 2024. A POC submitted after this date will not appear on the public website.

Based on a review of records and interview, the vendor did not maintain a written hard copy record of daily attendance that documents the arrival and departure of each child in care as it occurs.
Evidence: 1. Three children were signed in on the attendance log while four children were observed in attendance. There was no documentation of child #4 on the attendance sheet.

Standard 8VAC20-790-250-D-1
Based on a review of staff records and interview, the vendor failed to ensure all caregivers have current certification in cardiopulmonary resuscitation (CPR) that includes an in-person competency demonstration.
Evidence: The record of caregiver #2, hired April 13, 2017, did not contain documentation of a CPR certification with an in-person competency demonstration. Documentation of CPR in the record came from National CPR Foundation, which is an online only course. The provider confirmed the CPR obtained was not done in-person.

Based on a review of records, the vendor failed to ensure that each caregiver complete the Virginia Annual Health and Safety Update training.
Evidence: 1. The records of caregiver #1 and caregiver #2 did not contain documentation of the 2024 annual update training. The most recent training is dated June 13, 2023.
