8 VAC 20-780-400 Behavioral Guidance

During the inspection, the inspector reviewed the areas listed above to include standards found out of compliance during the previous inspection. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. Inspector Notes

An unannounced non-mandated, monitoring inspection was initiated and completed on 10/07/2025 in response to a self-report received by the licensing office on 10/01/2025 relating to behavioral guidance administered by a staff person (8 VAC 20-780.400.B). The inspector reviewed center/county staff handbook. This inspection included: document review (policies and procedures); and interview.

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Behavioral guidance shall be constructive in nature, age and stage appropriate, and shall be intended to redirect children to appropriate behavior and resolve conflicts.

On 09/26/2025, in addition to snack, a class was rewarded with every child also receiving popsicles. Staff #1 decided that based on their behavioral (3) three children (who previously earned this reward) would have it withheld. There (3) three children only received the base snack, and not the added popsicles as promised.
Plan of Correction: Staff were reminded of both county policy and state standards. A licensing training that covered both behavioral guidance and forbidden actions was conducted on 10/07/2025.
