Inspector Notes
A monitoring inspection was conducted today, between 2:00 pm and 3:30pm regarding a self-reported inappropriate behavioral guidance incident. The inspector interviewed staff and reviewed company policies and procedures. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. 4Standard 8VAC20-780-340-A
Based on interviews with Center Management and staff, when staff are supervising children, they did not always ensure their care, protection, and guidance.
Evidence
Staff #1 took child #1 by the wrist, pulling them over to their own cot, abruptly placing them face down on their stomach.
Staff #1 stated when child #1 continued to be rambunctious, I pressed them down and spanked them once.

Plan of Correction: We self reported to licensing about the incident and staff member was immediately suspended and then terminated on 7.22.23. The staff have been re-trained on proper protocols on handling children on 8/18/2023.

Based on interviews with Center Management and staff, and review of the operational responsibilities of the licensee, the center did not ensure their own policies and procedures were maintained.

According to Cadence Education Employee Handbook, January 2020 page 56 A child should never be spanked, bit, pinched, pushed, pulled, shaken or otherwise physically punished or handled inappropriately.

and intended to redirect a child to appropriate behavior.

On July 19, 2023, at approximately 1:15pm staff #1 was alone in the two?s classroom with 14 children during naptime.
Staff #1 opened the door to the classroom and asked staff #2 for assistance.
Staff #2 observed staff #1 looked anxious.
Staff #2 observed two children jumping on a cot together.
As staff #2 entered the classroom they observed staff #1 taking child #1 by the wrist, pulling them over to their own cot, abruptly placing them face down on their stomach and smacking them on their bottom.
Staff #1 stated child #1 was refusing to lie down on their own cot. When child #1 continued to be rambunctious, I pressed her down and spanked them once.
