Inspector Notes

This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews and a virtual tour of the program.
A monitoring inspection was initiated on May 4, 2022 and concluded on May 5, 2022. The director was contacted by telephone and a virtual inspection was conducted. There were 99 children present, ranging in ages from 6 weeks to age 5, with 17 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of 5 child records and 5 staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

The inspection was amended on August 1, 2022.

Standard 22.1-289.058
Based on observation and staff interviews, the licensee did not ensure that each building that was built before 2015 and that houses a child day program that is licensed and that serves preschool-age children shall be equipped with at least one carbon monoxide detector.

Evidence: The center curriculum coordinator confirmed they did not have a carbon monoxide detector.
Plan of Correction: Administrator has reached out to Hampton City Schools to ensure one is put inn the building or see if one is currently already in the center.
Standard 8VAC20-780-500-A
Based on observation an confirmation from center staff, the licensee did not ensure staff wash hands their hands after a diaper change and that children's hands shall be washed with soap and running water after toileting.

Evidence: In the infant room, Staff #1 was observed changing the diaper for child #4 . Immediately after the diaper was change, Staff #1 took a baby wipe and wiped the face (around the mouth and nose) of child #4 and did not wash their hands after the diaper change and before they wiped child #'4 face. The hands of child #4 were not washed after diapering.
Plan of Correction: Administrators will review hand washing and diapering procedures with all teaching staff.
Standard 8VAC20-780-530-A-1
Based on record review and staff interviews, the licensee did not ensure that at least one staff with each group of children had current certification in cardiopulmonary resuscitation (CPR) as appropriate to the age of the children in care from an organization such as the American Red Cross, American Heart Association, American Safety and Health Institute, or National Safety Council. The training shall include an in-person competency demonstration.

Evidence: During the inspection, there was only one staff, Staff #2 in Room # 104 with 6 two old's. Staff #2 had not obtained certification in CPR.
Plan of Correction: Staff #2 has obtained CPR training on 5/10/22.

Based on record review and staff interviews, the licensee did not ensure that at least one staff with each group of children had current certification in first aid from an organization such as the American Red Cross, American Heart Association, American Safety and Health Institute, or National Safety Council.

Evidence: During the inspection, there was only one staff, Staff #2 in Room # 104 with 6 two old's. Staff #2 had not obtained certification in first aid.
