Inspector Notes
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A complaint inspection was initiated on 3/10/2021 and concluded on 3/31/2021.
The department received a complaint regarding ratios not being met. The co-owner was contacted and the center was inspected via a virtual meeting platform. The preponderance of the evidence gathered during the investigation does support the allegation; therefore, the complaint is determined to be valid. Non-compliance with applicable standards and violations were documented on the violation notice issued to the facility. The licensing inspector and the co-owner reviewed guidelines for operation during the state of emergency.
Violations
1Evidence:
1. On 03/10/2021, during a staff interview, Staff #1 confirmed that on 03/01/2021, there were 19 children present in the upstairs classroom. The children ranged in age from two years to nine years and were supervised by one staff.
2. Staff #1 was asked if this ratio was regularly ongoing, Staff #1 stated that, "for a few days, we were out of ratio. When children were put on the bus, one staff supervised both classes."
When children are in a regularly ongoing mixed age group, the staff-to-child ratio applicable to the youngest child in the group shall apply to the entire group. In a regularly ongoing mixed age group consisting of two-years-olds, three-year-olds, four year olds, and school age children, the ratio should be 1:8.
