8VAC20-790 SUBSIDY REGULATIONS

Inspector Notes

A subsidy health and safety (SHSI) inspection was conducted on July 23, 2024 from 9:30 a.m. to 12:30 p.m. and on July 24, 2024 from 12:30 p.m. to 4:00 p.m., 17 children were present, ranging in ages from five years to twelve years with three staff supervising. A licensing inspection was also conducted on this date. Both inspections combined cover subsidy health and safety regulations. Only subsidy requirements that are not covered in licensing standards were reviewed during this supplemental inspection.

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the deficient practice will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 8/15/24. A POC submitted after this date will not appear on the public website

Standard 8VAC20-790-600-D-1
Based on review of a staff record and interview, the center did not ensure that all staff members who work directly with children shall have current certification in CPR within 90 days of the date of employment.

Evidence:
Staff #1?s date of employment was 05/26/23. There was no documentation of certification in CPR in the record of Staff #1. In an exit interview on 07/24/24, the Program Director acknowledged that Staff #1 did not have current certification in CPR.
Plan of Correction: All staff will be required to obtain CPR in 90 days. Will ensure YMCA classes are scheduled to accommodate licensing standards (monthly).

Based on review of a staff record and interview, the center did not ensure that all staff members who work directly with children shall have current certification in First Aid within 90 days of the date of employment.

Evidence:
Staff #1?s date of employment was 05/26/23. There was no documentation of certification in First Aid in the record of Staff #1. In an exit interview on 07/24/24, the Program Director acknowledged that Staff #1 did not have current certification in First Aid.
Plan of Correction: First Aid and CPR courses are updated to include both upon training. All staff will have training in first 90 days.

Based on review of a staff record and interview, the center did not ensure that a staff member completed the department?s health and safety update course annually as required.

Evidence:
Staff # 3?s record did not contain documentation of the Annual Health and Safety Update training for 2024. The most recent documentation of completion of the Annual Health and Safety update course in the record of Staff #3 was dated 6/01/23. In an exit interview on 07/24/24, the Program Director acknowledged that Staff #3 had not taken the class annually as required.
Plan of Correction: Director will require and track all updates to training.
