Inspector Notes

An unannounced inspection was initiated on August 26, 2025 and completed on September 10, 2025 in response to a complaint received by the licensing office on August 1, 2025 relating to allegations of programs. This inspection included interviews and document review.

The preponderance of evidence gathered during the investigation supports the allegation(s); therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law and the violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on September 18, 2025. A POC submitted after this date will not appear on the public website

Standard 8VAC20-780-40-E
The operational responsibilities of the licensee shall include ensuring that the center?s activities, services, and facilities are maintained in compliance with these standards, the center?s own policies and procedures that are required by these standards, and the terms of the current license issued by the department. Staff did not follow the center?s policies on behavior guidance, which is to provide directions or suggestions in a positive way and model behaviors that are appropriate, when staff #2 and staff #3, used a verbal threat of calling authorities to get child #1 to listen.
Plan of Correction: All teachers will be retrained on the YMCA Early Learning Center policies and procedures; specifically regarding positive discipline and behavior guidance.
Standard 8VAC20-780-400-B
Behavioral guidance shall be constructive in nature, age and stage appropriate, and shall be intended to redirect children to appropriate behavior and resolve conflicts. Multiple times during naptime, staff #2 and staff #3, told child #1 (age 3yrs), they would call the police or the people (meaning police or mom) if child #1 was not listening. Child #1 cried and screamed no, no, no when staff threatened to call the police or people.
Plan of Correction: All teachers will be retrained on how to redirect children who are displaying challenging behaviors to ensure they are using positive redirection.
