Inspector Notes
A complaint allegation was received concerning care of children. Based on the preponderance of evidence, the complaint was valid. In addition, a monitoring visit was conducted. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. Two children's records and 2 staff records were reviewed. Three rooms were open with direct care staff and in ratio for supervision. Observed outside play time and transition to lunch. Information gathered during the inspection determined non-compliance with applicable standards or law and violation was documented on the violation notice issued to the program.

Violations
1Evidence:
Staff #1 restricted Child #1's arm movement by binding or tying their right arm. The safety strap was wrapped around Child #1's arm to prevent the child from reaching the second child in the stroller. Staff #1 was seen doing this three times.
"Safety of the children is of utmost importance. When strapping a child to the stroller, only the straps intended to secure the child's core may be used. Straps may not be used to secure any other body part. It is required to check children often during stroll rides to ensure that no child tangles an arm or any other body part on the stroller strap."
