22.1 Early Childhood Care and Education

Inspector Notes

A Monitoring Inspection was conducted today. A total of 74 children with 23 staff was onsite. Observation/inspection of classrooms was conducted on both levels of the center. Children were observed having circle time, playing outside, observing caterpillars with a microscope and transitioning to lunch. The walls were decorated throughout with artwork completed by the children. Pink popsicle flamingos, Monet drawings and seasonal projects were on display. Records were reviewed that included staff, volunteer and child were completed. Some violations found today. Thank you for your cooperation today. Standard 22.1-289.035-B-4
Based on staff record review, background checks were not completed for 1 staff.
Evidence:

1. Staff #1 was hired in April 2018.
2. Staff #1 had lived outside of the state of Virginia in Georgia and Kansas in the past five years.
3. A Sex Offender Search was not completed by 12/31/2020 for staff hired prior to 07/01/2020 as required.
Plan of Correction: Both of these searches were completed today. Results filed in the staff record.
Standard 8VAC20-780-40-K
Based on staff statements, written procedures on shaken baby syndrome and abusive head trauma was not developed.
Evidence:
The center's own policies/procedures or staff handbook does not include procedures for shaken baby syndrome and abusive head trauma.
Plan of Correction: We will develop and write our own procedures for these two requirements and include them in our center's policies/procedures.
Standard 8VAC20-780-60-A-8
Based on review of medications, an allergy action care plan was not obtained for one child.
Evidence:
1. Child #3 has a diagnosed food allergy.
2. Child #3 has an liquid antihistamine and an EpiPen onsite.
3. The allergy action care plan does not address the use of the liquid antihistamine.
Plan of Correction: We will request an updated action plan to include the use of the liquid antihistamine and the
EpiPen.
