Inspector Notes

An unannounced, on-site monitoring inspection was initiated on 07/30/2024 and completed on 08/02/2024. The on-site inspection began at 10:23 AM and ended at 12:45 PM. The inspector reviewed compliance in the areas listed above. There were 49 children present and 12 staff. The inspector reviewed 5 children?s records and 5 staff records on-site. This inspection included: document review, tour of the facility, interviews, observations

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the deficient practice will be or has been corrected. Submit your POC within five (5) business days from today, which will be the close of business on 08/07/2024. A POC submitted after this date will not appear on the public website.

Standard 8VAC20-780-560-F
Based on observation and interviews, the center failed to ensure that when the center provides meals and snack that the center follows the USDA guidelines and that a menu listing foods served was current and posted.

Evidence:

Observed 8-toddlers having a mid-morning snack of oyster crackers and water. The two-teaching staff stated that they are having their mid-morning snack. The mid-morning snack was not on the menu and only one component was served. The USDA guidelines states that two components are needed.
Plan of Correction: Asian Castle ELC does not serve mid-morning snack and never has. However we are fully aware of the USDA criteria and have followed that criteria since we opened. That is why there is no listing of mid-morning snack provided on the USDA Required Menu., which was current and posted. What the inspector observed was teachers giving the students a few crackers and water to ensure no child gets hungry between the required, approved USDA breakfast and lunch.
Since 2016 we have offered this supplemental refreshment to our students under . Licensing inspectors and the USDA inspector and this has never been a grounds for a violation.
A request for this violation to be reviewed will be submitted.
Standard 8VAC20-780-80-A
Based on review of the attendance and interviews with staff, the center failed to ensure
that for each grouping of children, the center maintained a written record of daily attendance
that documented the arrival and departure of each child in care as it occurred.

Evidence:

On the day of the inspection at approximately 10:23 AM, the toddler class did not have the
daily attendance completed there were eight children present in that classroom. Staff # 6 confirmed the attendance had not been updated yet.
Plan of Correction: Attendance sheets will be audited by administrative staff specifically for the toddler class for the next 30 days and then randomly throughout the center to ensure paper attendance is done. !electronic attendance however is done upon check in daily at the kiosk and shows that 8 students were checked In.
