An unannounced complaint investigation was initiated along with Licensing Inspector Keesha Minor on 10/18/23 in response to a complaint received in the licensing office regarding allegations of forbidden actions. Based on a review of available documentation and interviews conducted, the allegation regarding forbidden actions was unable to be substantiated due to insufficient corroborating evidence. Repeat Violation
Based on video footage, the center did not ensure behavioral guidance was constructive in nature, age, and stage appropriate.
Evidence: On 10/04/23 in the three-year-class, Staff #2 was observed picking up Child #1, removing them from the circle time area, placing them in a chair at an empty table and walking away. Child #1 slipped out of the chair and was observed walking around crying for approximately four minutes. Child #1, still crying, walked up to Staff #1 sitting on a table at the front of the classroom, Staff #1 leaned forward, placed their fingertips on Child #1?s chest and pushed them back.

Evidence: In the three-year-class Staff #2 was observed sending a child to the group after changing a soiled diaper without washing the child?s hands with soap and running water.
