Inspector Notes

An unannounced renewal inspection was conducted from 10:30am - 12:00pm with the director. There were 71 children present with 13 staff supervising. Infant care was observed, and older children were engaged in music activities, playing on the playground and working in structured centers. Six child records and six staff records were reviewed along with the emergency drill log, written daily attendance, written allergy list, menu, fire and health inspections, required posted information, three medications and authorization forms, two allergy care plans and six vehicles. The playground area was also observed.

Based on observation and interview, the facility failed to ensure that all diapering procedures were followed, as required. Evidence:
1) a nonabsorbent surface (changing table) was not used to diaper/change all children younger than three years. Diapers/pullups were observed in trashcans in both the Two A and Preschool IA bathrooms. Staff stated that they change children standing up, there were chairs and baskets of pullups by the toilets, and the rosters indicate that children in attendance are two years old.
2) not all disposable diapers were disposed of in a leakproof storage system. There were diapers/pullups observed in a trashcan that had no lid in the Two A bathroom, thus is not leakproof. There were diapers/pullups observed in a trashcan with a swinging lid in the Preschool IA bathroom. This type of trash can requires that the exterior surface be touched in order to dispose of something.
