Based on interviews and review of video footage it was determined that behavioral guidance was not always constructive in nature, and age and stage appropriate. Evidence: On 06/01/2022 at 8:42 am, child A (Age: 10 years) is seen stepping onto a chair attached to a table in the cafeteria. The reaction of staff A to this behavior was to strike the child on the right arm and redirected the child to the stage by moving the child by the back of their neck. Staff A briefly speaks to child A regarding the incident and instructs the child to sit down at the table alone.

Based on interviews and observation of video footage it was determined that staff engaged in a forbidden action. Evidence: On 06/01/2022 at 8:42 am, child A (Age: 10 years) can be seen stepping on the chair attached to a cafeteria table. Staff A is then seen striking child A on the right arm and moving the child towards the stage by the back of the neck. When child A attempts to move away from the stage, staff A can be seen pulling the child back by the arm. Staff A then has a brief conversation with the child and the child moves to sit down at the table.
