Inspector Notes

A subsidy health and safety inspection (SHSI) was conducted on July 10, 2023. The inspector arrived at 12:50pm and departed at approximately 3:15pm. There were 27 children present and 5 staff members. A sample size of 10 records were reviewed which included 5 children?s records and 5 staff records. A licensing inspection was conducted on the same date as the SHSI supplemental inspection; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards were reviewed during this supplemental inspection. Information gathered during the inspection determined non-compliances with applicable standards or law and violations were documented on the violation notice issued to the program. The violations are listed on the violation notice issued to the center and were reviewed with the site owner at the exit interview.

Based on record review and interview, it was determined that the center did not ensure that within the first 90 days of employment all staff who work directly with children shall complete Virginia Preservice Training for Child Care Staff.
Evidence:
1. Two of the five staff members in which records were reviewed did not have the Virginia Preservice Training completed.
a. Staff #2 (date of hire: 12/15/22) did not have the preservice training and was present during the time of the inspection working with children.
b. Staff #3 (date of hire: 10/22/22) did not have the preservice training and was present during the time of the inspection working with children.
2. Staff #1 confirmed both Staff #2 and Staff #3 did not have their Virginia Preservice Training completed within the first 90 days of employment.

8VAC20-790-600. Based on record review and interview, it was determined that the center did not ensure that within 90 days of the date of employment that staff have a current certification in cardiopulmonary resuscitation (CPR) appropriate to the ages of children in care.
Evidence:
1. Staff #2, (date of hire: 12/15/22) did not have a CPR certification and was present working with children.
2. Staff #3 (date of hire 10/22/22) did not have a CPR certification and was present working with children.
