8VAC20-790 Subsidy Program Vendor Requirements for Family Day Homes

Inspector Notes

An unannounced subsidy health and safety inspection was conducted on March 4, 2024 from approximately 11:00 am to 12:45 pm. The inspector reviewed compliance in the areas of administration, personnel, household members, physical environment and equipment, emergencies, caregiver training, preventing the spread of disease and nutrition. The provider record, 2 caregiver records, 1 household member record, and 6 children?s records were reviewed. All areas of the home were observed and areas where the children are cared for were inspected. There were 6 children in attendance for a total of 16 points. The children were observed eating snack, playing in the playroom, and taking a nap, while the inspector was on the premises.

A complete licensing inspection was also conducted on this date; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in the licensing standards are reviewed during this supplemental inspection.

The information gathered during the inspection determined violations with applicable standards or law.

Based on record review, the provider failed to ensure that within the first 90 days of employment or service all caregivers shall complete Virginia Preservice Training for Child Care Staff sponsored by the Department of Education.
Evidence:
1. The record for caregiver #3, who has been employed since 2016, and was alone with a group of children at the house when the inspector arrived, did not contain documentation of Virginia Preservice Training for Child Care Staff.
2. The record for caregiver #2, who has been employed since 2016, did not contain documentation of Virginia Preservice Training for Child Care Staff.
