The required ratio for children ages birth to 16 months is one staff per four children.
1. Video footage showed on January 8, 2025, in the Goo-goo classroom, there were 9 infants with only 2 caregivers from approximately 9:21-9:27am.
2. At 9:27am another child was brought to the room leaving the classroom with 10 infants and 2 caregivers from approximately 9:27-9:32am until the third teacher arrived.
