Inspector Notes

An unannounced inspection was initiated on April 9, 2026 and completed on April 9, 2026, in response to a complaint received by the licensing office on March 30, 2026 relating to allegations of behavior guidance. The inspector reviewed 1 child record and staff records. This inspection included This inspection included document review, tour of the facility, interviews, and observations.

The preponderance of evidence gathered during the investigation supports the allegation; therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law, and the violations are documented on the violation notice issued to the program.

Standard 8VAC20-780-200-A
The center must have a qualified program director who meets one of the director qualifications to regularly be on site at least 50% of the center's hours of operation.

The schedule provided to Licensing showed the director does not work 50% of the operational hours of the center. Center hours are 7:30am-6:00pm (52.5 hours), director scheduled 18 hours, the required minimum is 26.25 hours. Director confirmed the scheduled.
Plan of Correction: We will work out a schedule to meet the required hours for director at the site.

COMPLAINT RELATED
Behavioral guidance shall be constructive in nature, age and stage appropriate, and shall be intended to redirect children to appropriate behavior and resolve conflicts.

Interviews confirmed that Staff 1 spoke to Child A in a manner that was not constructive in nature or intent to redirect child during naptime.
Plan of Correction: Staff will be re-trained on appropriate behavior guidance for children as well as perception of tone and dialog in discussions.
