During the inspection, the inspector reviewed the areas listed above to include standards found out of compliance during the previous inspection. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation.
Inspector Notes
The inspection findings have been updated on March 18, 2026 to include a violation that was inadvertently omitted.
An unannounced, on-site renewal inspection was initiated and completed on March 4, 2026, The on-site inspection began at 10:16 a.m. and ended at 12:00 p.m. The inspector reviewed compliance in the areas listed above. There were 9 children present and 5 caregivers; the point total was 19. The inspector reviewed 3 children?s records and 7 caregiver/household member(s) records on-site. This inspection included document review, tour of the home, interviews, and observations.
A subsidy health and safety (SHSI) was conducted in conjunction with the licensing inspection. Subsidy standards that are not covered in licensing standards were reviewed during this SHSI.
Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.
Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five business days from today, which will be the close of business on March 18, 2026. A POC submitted after this date will not appear on the public website.
Violations
91. There was no carbon monoxide detector on the premises.
Caregivers who work directly with children shall complete the department's annual health and safety update. Caregiver #1, who is working with children, did not complete the 2025 training, which is overdue by 44 days.
Lockdown procedures shall be practiced at least annually. There was no lockdown drill practiced in 2025 and it is overdue by 2 years.
A tuberculosis (TB) screening is required every two years from the last screening.
1. An updated TB screening for Caregiver #1 was not completed and was overdue by 12 days.
2. An updated TB screening for household member #1 was not completed and was overdue by 4 months.
Caregiver #1 obtained 3 training hours, caregiver #3 obtained 5 training hours, and caregiver #5 obtained 2 training hours in 2024.
1. The provider was not in compliance with the terms of the license. The license issued states no more than one non-family employee is permitted to work on-site during business hours based on the Home Occupation Certification issued by Orange County.
2. The provider had four non-family employees working on-site during business hours.
Caregivers shall wash their hands with liquid soap and warm running water before preparing or serving food. Two caregivers did not wash their hands before serving food.
Caregivers shall ensure that children's hands are washed with liquid soap and warm running water before eating.
1. Caregivers did not ensure nine children washed their hands before eating lunch.
