During the inspection, the inspector reviewed the areas listed above to include standards found out of compliance during the previous inspection. Unless otherwise noted as a violation within this inspection report, the provider was in compliance with the standards reviewed. If there were any serious injuries or fatalities related to a violation, the details will be included in the description of the violation.

Inspector Notes

An announced monitoring inspection was initiated on 4/23/2025 and completed on 5/1/2025 (with a local agencies in response to a self-report received by the licensing office on 4/17/2025 relating to behavioral guidance. The inspector reviewed 2 staff records on-site on 4/23/2025. This inspection included document review, interviews and observations.

Information gathered during the inspection determined non-compliance with applicable standards or law, and violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five business days from today, which will be the close of business on 6/12/2025. A POC submitted after this date will not appear on the public website.

Standard 8VAC20-780-40-E
The operational responsibilities of the licensee shall include ensuring that the center's activities, services, and facilities are maintained in compliance with the center's own policies and procedures.

The centers policies and procedures state that staff shall "ignore [negative behavior] and highlight positive behaviors". "Redirection [should be] used with older children; focus on another positive activity". Staff are encourage to use "verbal cues: praising, suggesting, encouraging, prompting and persuading".
When child #1 was displaying negative behavior, staff #1 took the childs backpack and placed it outside of the classroom to gain the childs attention. Child #1 proceeded to cry, kick and bang on the classroom door for their backpack. Staff #1 brought the backpack into the classroom, picked child #1 up and put them on their cot to take a nap. Staff #1 stated "[the child] got up off [their] cot and I put [them] back on the cot. [They] continued to cry so I walked away to help another child."

Behavioral guidance shall be constructive in nature, age and stage appropriate, and shall be intended to redirect children to appropriate behavior and resolve conflicts.

Staff #1 stated that after child #1 threw a block at a classmate and started crying, they placed child #1s backpack outside of the classroom door because they knew they were attached to their backpack, and thought that taking the backpack away would get their attention. Staff #1s behavioral guidance was not constructive or age appropriate.
Plan of Correction: Our program is grounded in the belief that children thrive in environments where positive guidance is consistently practiced. We are dedicated to fostering respectful, encouraging and supportive interactions that guide childrens behavior in constructive ways.

In response to this matter, the staff member involved will be subject to immediate disciplinary action and will participate in targeted retraining focused on positive behavioral guidance, Conscious Discipline principals, and the use of positive, respectful language when addressing behaviors.

Additionally, all staff were retrained on these topics during our Professional Development Day on 5/16/2025. To ensure accountability and understanding, ongoing classroom observations will be conducted to monitor the consistent implementation of these practices. This reinforced our centers strong commitment to creating a safe, supportive environment where every child can grow and succeed.
