22.1 Early Childhood Care and Education
Inspector Notes
An unannounced monitoring inspection was initiated on 3/7/22 and concluded on 3/8/22. The inspection was conducted from 11:30 am to 1:30 pm. There were 33 children present with 8 staff supervising. It was observed that the center is currently using the increased ratio approved using the ratio waiver effective until 6/30/22. Increased ratios were observed in the infant and toddler rooms. The children were observed playing outdoors, washing hands upon return to the classrooms, eating lunch and preparing for naptime. The lunch menu included whole wheat pasta with meat sauce, orange slices and milk. There were no medications on site. Policies required by the revised regulations were reviewed and found to be complete. 3 children's records and 3 staff records were reviewed.

Violations
3Evidence:
1. Staff # 3's first day of employment was 3/7/22.
2. Fingerprint results for Staff # 3 were not obtained prior to the first day of employment.
3. Staff # 2 stated that the form for portability of background checks for Staff # 3 was submitted on 3/7/22.
Evidence:
1. Staff # 1's records indicated that she resided in Missouri within the last 5 years.
2. The central registry search for Missouri for Staff # 1's was not submitted within 45 days of employment. Results of the Missouri central registry search for Staff # 1 were not obtained to this date.
3. Staff # 2 stated that she thought it was the criminal history check that needed to be obtained.
Evidence:
1. The diaper ointment for an infant in the infant room expired in 12/2021.
2. The diaper ointment for a toddler in the toddler/2's room expired in 10/2021.
3. It was observed in the infant room that Staff # 4 handed a child a tube of an over the counter ointment as a form of distraction while the child's diaper was being changed.
4. The instructions for that ointment state "Keep out of reach of children".
