Inspector Notes

An unannounced inspection was initiated on 09/06/2024 and completed on 09/06/2024 with a local agency in response to a complaint received by the licensing office on 8/27/2024 relating to allegations of behavior guidance and forbidden action. This inspection included:
- document review and
- interviews

The preponderance of evidence gathered during the investigation supports the allegations; therefore, the complaint is determined to be valid. Information gathered during the inspection determined non-compliance with applicable standards or law, and the violations are documented on the violation notice issued to the program.

Please complete the plan of correction (POC) and date to be corrected sections for each violation cited on the violation notice. Specify how the violation will be or has been corrected. Submit your POC within five business days from today, which will be the close of business on December 3, 2024. A POC submitted after this date will not appear on the public website.

Behavior guidance shall be constructive in nature and age and stage appropriate and shall be intended to redirect children to appropriate behavior.
As child 2, three years old and non-verbal, was sticking their hands into their mouth, staff 3 swiped at their hands saying ?stop, stop? in a loud, irritated voice.

Standard 8VAC20-790-710-1
The following actions or threats thereof are forbidden: striking or rough handling a child,
Staff 2 slapped the arm of a two year old child three times, stating ?don?t touch?? in a commanding tone of voice as the child was handing an item to her.
Staff 1 grabbed child 1 by the shoulder of their jacket, lifting and dragging the child out of the classroom while reprimanding the child angrily and threatening forbidden action.
