22.1 Religious Exempt; Background Checks Code

This inspection report is an addendum to the original report issued for the same date. This violation was discovered after the conclusion of the previous report and was discussed with the center through communication between VDOE and the facility.

Inspector Notes

An unannounced, on-site code compliance inspection was initiated and completed on 05/23/2025. The on-site inspection began at 9:30 am and ended at 12 pm. This inspection report is an addendum to the original report issued for the same date of 05/23/2025. This aspect of the inspection included: document review (i.e. Non-Rup issued by Fairfax County, approval letter issued by VDOE), tour of the facility; interviews; and observations.

Information gathered during the inspection determined non-compliances with applicable code sections. Violations were documented on two separate violation notices issued to the program for 05/23/2025.

The facility is not in compliance with the building code and a stipulation noted on their approval letter for religious exemption. Shalom Daycare has a Use Group of E on their Non-Residential Use Permit. As indicated on the issued approval letter this limits the facility to no more than five (5) children under the age of 2 ? years may be in care at any one time.

On May 23, 2025, there were a total of 10 children under the age of 2 1/2 years at the center at one time: Baby Angel Room (3 months to 17 months) - 4 children, and Rabbits Room (18 months to 24 months) - 6 children.
Plan of Correction: There will be no more than 5 children under 30months.
