Inspector Notes
An unannounced inspection was initiated on 7/26/24 and completed on 7/26/24 in response to a complaint received by the licensing office on 7/24/24 relating to allegations of ratios not being met. This inspection included document review, tour of the facility, interviews, and observations.
The preponderance of evidence gathered during the investigation supports the allegation(s); therefore, the complaint is determined to be valid. Information gathered during the inspection determined noncompliance with applicable standards or law and the violations are documented on the violation notice issued to the program.

3Standard 8VAC20-780-350-B-1
The staff to child ratio for children, whenever they are in care, birth-16 months of age shall be 1 staff to 4 children.
Interviews with staff confirmed that on 7/26/2024 there was only 1 staff member with 6 children in the infant room for approximately 1 hour, between 7:00-8:00am.

Plan of Correction: The ratio was corrected when the 2nd staff member arrived. We are in the process of hiring additional staff, and 1 new staff will be starting the last week of July 2024. We are also limiting the number of children allowed to attend each day (as of 7/26/24) to maintain ratios until we can be fully staffed.

Staff interviews confirmed that on 7/24/24 there were 7 toddlers with 1 staff, all day, in the toddler room.

When children are in ongoing mixed age groups, the staff-to-children ratio and group size applicable to the youngest child in the group shall apply to the entire group.
Staff interviews confirmed that on 7/25/24 there was a mixed age grouping of 16 month-3 year old's in one classroom for the day. There were 16 children with 2 staff. The required ratio was 1 staff to 5 children, and the allowed group size for that class was 15 children. Ratio and group size was not met this day as required.
