22.1 EARLY CHILDHOOD CARE AND EDUCATION

Inspector Notes

A renewal inspection was conducted on April 22, 2024. The inspector was on site from approximately 3:00 pm until 4:30 pm. The director was present during the inspection. There were 54 children present, ranging in ages from seven years to twelve years, with five staff supervising. Children were observed playing math games, bingo, and participating in a hip-hop activity in the gym. Children also had time on the playground.
The inspector reviewed compliance in the areas of administration, physical plant, staffing and
supervision, programming, medication, special care and emergencies and nutrition. A total of five child records were reviewed. Six staff records were reviewed virtually on April 30, 2024.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard 8VAC20-780-530-A-1
Based on review of six staff records, observation and interview, the center did not ensure at least one staff in each classroom or area where children are present had current certification in cardiopulmonary resuscitation (CPR) as appropriate to the age of the children in care from an organization such as the American Red Cross, American Heart Association, American Safety and Health Institute, or National Safety Council.

Evidence:

The record of staff #5, contained documentation of CPR certification that expired on 04/08/2024. Staff #5 was observed alone, and in charge of a group of children during the inspection on 04/22/2024. A member of administration stated staff #5 had not renewed the CPR certification.
Plan of Correction: Per administration: Staff #5 is scheduled for an upcoming class to renew CPR.

Based on review of five child records, the center did not obtain all required information for one child record.

Evidence:
The record of child #4, enrolled 10/03/2023, did not contain the name, address, and phone number of two designated people to call in an emergency if a parent cannot be reached.
