Inspector Notes

This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A subsidy health and safety inspection was conducted on 03/10/2021 and 03/19/2021. The Program Director was contacted by telephone to initiate the inspection. There were 16 children present with 3 staff. A licensing inspection was conducted on the same date as the SHSI supplemental inspection. Both inspections combined cover subsidy health and safety regulations. Only subsidy regulations that are not covered in licensing standards are reviewed during this supplemental inspection.

The information gathered during the inspection determined non-compliance with subsidy regulations, and violations were documented on the violation notice issued to the facility.

Based on record review and interview, the vendor failed to ensure that within the first 90 days of employment or subsidy vendor approval all staff who work directly with children shall complete Virginia Preservice Training for Child Care Staff.

Evidence:
1. Written training records indicate that staff 1, staff 2 and staff 3 have not completed the required Virginia Preservice Training.
a. Staff 1 has a hire date of 10/30/2019.
b. Staff 2 has a hire date of 09/08/2020.
c. Staff 3 has a hire date of 09/03/2019.
2. Administrative staff confirmed that Virginia Preservice Training had not been completed by staff 1, 2 and 3.
Plan of Correction: Virginia Preservice Training will be completed by staff 1, staff 2 and staff 3 within 60 days. Going forward all staff will complete this training within 90 days of hire as required.
