When staff are supervising children, they shall always ensure their care, protection, and guidance. None of the staff whom were responsible for supervising children in the summer camp witnessed that seven children (ages 5-6yrs) were involved in behaviors involving inappropriate touch amongst their peers.
1. Children reported they were involved in inappropriate touch amongst their peers.
2. A child pulled down her pants and exposed her bottom to her peers because another child told her to do it.
3. Another child told her parent that her friend kissed her in the mouth and exposed a body part to her and another child.
4. Three children were in the bathroom together with a pool towel over their head. While under the towel one child was kissed by another child.

Plan of Correction: The following corrective action was provided by the center:
In mid-July senior leadership conducted mandatory retraining for
all program staff on active supervision,child protection expectations, required incident reporting, anddocumentation procedures, with specific emphasis on recognizing and responding to inappropriate peer-to-peer contact. A formal staff training occurred on7/22/25 which discussed supervision,
behavior guidance, and incident
documentation.

Standard 8VAC20-780-40-E
The operational responsibilities of the licensee shall include ensuring that the center's activities are maintained in compliance with the center's own policies and procedures required by these standards. According to the center's Discipline Policy in the "Parent Handbook," it requires that inappropriate behavior will result in documentation in the child's file. It also states offenses related to sexual misconduct will immediately be reported to the Director.
1. The center did not have documentation that during summer camp 7 children (ages 5-6yrs) were involved in incidents of inappropriate touch amongst each other.
2. The center also did not have documentation that the program director was notified.
3. Only 1 of the 7 children involved had documentation in their record of their involvement in the incidents.

leadership team, it was determined that the parents of 5 of the 7 children
involved did receive a phone call regarding the incident on the day it
occurred. Staff were retrained that while behaviors may be common and age typical, they must complete appropriate documentation and parent conversations. Between 7/24/25-8/20/25, appropriate corrective action steps were taken
with the involved employees.
