When staff are supervising children, they shall always ensure their care, protection, and guidance. On November 11, Staff 1 did not provide care or guidance to Child 2, who sat on the floor and continued to cry for approximately 45 minutes.

On 11/11/2025, Staff 1 pinched Child 1(age 2) on the shoulder, roughly lifted the child, and set him on top of a 3 foot table. Staff 1 then lifted the child by one arm to reposition him on the table while verbally scolding him.
