The staff-to-children ratios of 1:18 for children school age eligible up to nine years of age shall be maintained whenever children are in care. One staff member was observed supervising 48 school age children in the cafeteria from 3:00 pm until 3:10 pm. Two additional staff arrived at 3:10.
