A complaint inspection was conducted on June 18, 2024 from 3:00 P.M.-3:30 P.M. A complaint was received in the Office of Child Care Health & Safety (Valley), on June 13, 2024 regarding the special care provisions and emergencies regarding diaper changing and soiled diapers. The inspector reviewed compliance in the areas of special care provisions and emergencies.

The information gathered during the investigation does not support the allegation, therefore the complaint is determined to be "not valid". There was information gathered during the inspection, not complaint related, that determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Please complete the plan of correction and date to be corrected for each violation cited on the violation notice and return it to me within 5 business days from today. You will need to specify how the deficient practice will be or has been corrected. Just writing the word corrected is not acceptable. Your plan of correction must contain: 1) steps to correct the noncompliance with the standard(s), 2) measures to prevent the noncompliance from occurring again; and 3) person(s) responsible for implementing each step and/or monitoring any preventative measures. Please do not use staff names; list staff by positions only.

Based on observation, the center did not ensure that equipment shall be maintained in a clean, safe, and operable condition.

Evidence:
1. LI observed a napping child sleeping on a ripped mat.
2. Staff confirmed mat was ripped.
Plan of Correction: Staff removed mat from the classroom and discarded. Parent was notified on 06/18/2024 that the nap mat needed to be replaced. A message was sent to all families if mats are torn or ripped they must be replaced for health and safety reasons. All mats in the center were inspected.
Standard 8VAC20-780-500-A
Based on observation and interview, the center failed to ensure that staff shall wash their hands with soap and running water before and after diaper change.

Evidence:
1.Staff 2 was observed changing diapers and did not wash hands before or after diaper changes.
2.Staff 2 indicated hands are not normally washed before or after changing diapers.
Plan of Correction: Staff was retrained on proper diaper changing procedures and explained the importance of health and safety. A staff meeting that is going to be conducted on July 10th will review the minimum standards on health and safety.
